Shepherds of Bible times did not use dogs to keep their sheep in line. They relied on a system of verbal commands, using the voice to move them around, to call straying sheep back to the flock, and to lead them to grass and water.

Jesus used this imagery to show how He as the Good Shepherd takes care of His flock. He is a leader- not a driver- of His sheep. Believers recognize His call and follow Him willingly because they know He wants only the best for His flock.

John 10:3-4To him the porter openeth; and the sheep hear his voice: and he calleth his own sheep by name, and leadeth them out.

And when he putteth forth his own sheep, he goeth before them, and the sheep follow him: for they know his voice.
